Because timezones. It'll no doubt be a worldwide direct, with Europe/Jap/Na all getting one at the same time. 7am in america = 11pm in japan.

Any earlier and people will probably still be sleeping, any later and it gets unreasonable for Japan to stay up for it.

You're assuming wrong. Why on earth would you ever assume that a japanese tweet refers to an american timezone?

How the hell would I know? Simply saying "11pm" indicates nothing whatsoever as to what timezone they're talking about.
