I believe it is bugged if you do the quest before you're supposed to with those quest helpers you get from Tot's.

What will be unavailable:

• All MapleStory game servers.
  

Changes and Updates:

• The Change Light/Dark Mode skill will be added to certain Luminous characters that are missing it.
  
• The Will of the Alliance skill will be added to certain characters that are missing it after completing the quest.
  
• A fix will be made for certain accounts that are unable to create or delete characters in specific worlds.
  

Is it just me or are mobs dropping their Crusader Codex cards regardless of whether you already obtained their card or not?

LHC and HOH mobs have done it for 4-5months. Or do you mean outside there?
It's really annoying with a pet, the spam is awful.

I was at the Temple of Time, and there were dozens of cards of that Hourglass thing and the monks.
I got the full EXP from those mobs too, so it wasn't a spoil from someone else who didn't have the cards.
