The stupidest part of it is that it doesn't actually make any sense: you're having them pay more as "insurance", but if they're stealing they're not paying to begin with, so... :x

The whole idea was to charge the robber's brethren for his misbehavior, effectively making them responsible for the action, subsequently implying they're all robbers.
