I'd say its more like they purposely did it that way, they want you to wait until the event ends to complete it bleh.

Anyways there's a theory going around that since the quest ends on October 26th @23:59. Since the string for Dr. Bing (in Omega Sector) appears in Stage 0, perhaps he would appear on October 27th before the SC begins. Kind of messed up for a kids game to have an eight or nine hour long event beginning at midnight

He doesn't extract due to the fact most JMS players from here are retired. As i'm doing.
You can extract it by yourself if you want, or just check sonar for further information since they do too.

I'm not exempt from domestic copyright laws like y'all are in the US. Sonar doesn't explicitly extract (some of its data cannot be obtained in-game but their database is mostly research, not extraction) either; people who have something to gain from JMS extractions will face prosecution if they do and people with (relative) impunity don't really give a damn.

Are IP laws really that tight in japan? Even in the US, nexon has pretty much realized by now they can't stop us and we aren't harming the game. Even in Korea they aren't anal against insoya which extracts.

I'm not even in the US, not even in North America if you're wondering. The laws regarding internets here are tough, but extracting for yourself? How the pineapple someone would discover that out?
Unless someone gets onto your computer, extracting your client and just having images / data in your computer is just something that wouldn't lead to anything, unless you go out "I extract the client everytime, check my new extractions and data" or something.

Just extract it by yourself, and if your last phrase was directed to me, i'm not "one of those people" as you like to refer mostly, i'm trying to help and clarify things, the laws here are tough, but there's no need to whine in such occasion. You don't need to refer to everyone as "you people","you people are different and don't give a dam", it really sounds bad, and irritating sometimes.

But actually, what do you want to extract? If it's the stats of the medal. Yes, it's 10/10 still. No nerf. Also the quests are the same. But the starting date is not on the files :S

Every time I come across a JMS exclusive content/stats I wish there was a full extraction somewhere ._. For example the 7th Anniversary Balloons in JMS was clearly different from the ones in KMS (higher HP, multispawn, etc.) and we could never figure out how it worked. I feel like client extraction is the last resort necessary to solve problems that can't be resolved in-game (especially glitch related problems like in OP). At the same time if I step into extracting myself I'd probably give up playing the game for the most part as the single motivation for playing MS is finishing quests (which could just be extracted in hours).

Not really, since quests are so much boring to read and not worth extracting them.
Also, their rewards come in item ID, so you would have to get the item itself and get it's ID to know. There's no motivational problem with extracting at all.
Just knowing the monster's exact HP and things.
