Maybe. It depends on how things go. I think there are other people from BasilMarket who speak fluent Japanese that are joining as well.

No. Since this is a monthly patch for JapanMS, we won't be seeing another patch for at least until the end of July to early August. Who knows? Maybe we'll get Dual Blade + Evan on the anniversary of Pirates' release in JMS (July 31st).
