Unannounced Limted cash shop item?

I was on my mule looking for the party ring. When i look in the cash shop i saw this. I went on my main to buy it but it wasn't available.

I bet they glitched up the "for the first time."

I think this is in KMS in the moment. Nexon must have added it by mistake.
