Safari Zone

I still don't get the safari zone though. I've moved places around, blah blah blah. But when it comes to item placement, serebii is telling me to put down "grass" but I have no grass. I put down 15 shrubs in the plains but no Manectric is spawning. Are these monsters still extremely rare after item placement? Is there some trick to placing them properly?

I've never done Safari Mode, I just found out you can customize it.

It just looks like it's hard to get to be honest.

Try 3 grass blocks in the wastelands?

I figured it out. There's 3 blocks of each type. Each "zone" has a limit of 30 blocks placeable. Using the guide I posted, you place the blocks of each type (shrubs are grass). It helps to use a level 25 pokemon as your leader, and then use a max repel. Guaranteed to only get the 'attracted' pokemon from your placement.
