Prereq for party leader Transfer

On a Camper(lolfail) and it keeps saying it's unable to transfer party leadership, even though everyone is on the map and over level 10.
What are the prereqs for transferring party leadership?

Sounds like its the map.

You can't transfer on certain maps...? Why would they put that on a tutorial map....
