I'm level 140, and I was working on blast, but I'm starting to see situations where HH would be beneficial...
Maxed ACB, maxed divine charge, level 8 stance, level 9 MW, 14 blast, 1 rush, 1 HH.
For sure I'll get blast to 15 when I level so I can start failing blast 30 books, but I'm not sure what to do after that. Should I finish blast and then work on HH, or do HH then finish blast, or some other skills?

Depends on your situation.
The main benefits of HH are good exp from Oblivion 4 training as well as a Piece of Time arsenal (if you manage to slug past all the 999 quests) and small bosses domination. Honestly, Blast is more for the bigger bosses and solo monsters, and you won't be seeing a lot of that at Oblivion 4. Oh, not to mention HH ALWAYS does its thing regardless of monster status (LOL @ SUPER WDEFS) and whether you can really hit them or not. ALWAYS!
If you have a dedicated bishop at skeles, Oblivion 4 is not looking so good then.

I thought of TT but I'm not quite sure which map I should go to for exp/PoT, regret chiefs, or oblivion priests? (I've only done the quest up to oblivion
priests)

Wouldn't the exp at Oblivion Monks be lower as compared to skeles due to the amt. of hits to kill?
I find the map quite big and do have some problem circulating through the map , Oblivion priests as well :/

Quite honestly, I've found problems circulating some of the maps, such as Regrets 3. Even though the exp is more or less the same (hp/exp ratios are pretty much around 20 +- 1), map configurations can make a difference for some of the maps.
Reason why I thought about Oblivion 4 when I first started maxing BanHammer was because the damage potential was 200k. One use is one use. I'd rather make the most use out of it by killing the highest lvl monster possible, which in some ways makes it better than ultimates xD

At Skelegons I have to move fast to keep exp up, and I never really get big mobs (Hammer's kinda pointless cause if I just ACB+Rush stuff dies). At Oblivion 2, I get mobs of 4-6 most of the time, sometimes even 7-8, and at the bottom I can see 12+ at a time. I can almost always Rush a mob forward.
Even though ACB does 1/2 the damage with Ice compared to Holy, if it's hitting nearly twice as many monsters it's better.
Stayed away from Oblivion 4 cause I don't have enough acc with the exp pendant >>

Getting HH would be fine if you can actually hit the highest level monsters. The only issue would be that you couldn't train there effectively until your HH gets to a very high level. Each level is 10 seconds down, so you'll need to have it high in order to not have to wait for long long times fighting monsters slowly.
