Did Best Buy disappear?

I'm doing the allowance quest and i realized i haven't seen the Best Buy npc around... I see Target and CVS in Henesy, 7-11 and RiteAid in Amoria, but i only found Duane Reade in NLC. Was BestBuy removed or is it somewhere else now?
