A bit late but, apparently TaiwanMS's Commerci revamp included a boost to the success rates of transposition:

Anvil: 50% -> 100%
NPC: 3% -> 30%

Combined with the apparently boosted drop rates they got, seems to make transposing sweetwater gear a much more viable equipment set.

Kinda disappointed.
