It seems the location of Barnard Field has changed in Omega Sector, as it is no longer a Hidden Street in Kulan Field III... I'm hoping it was just moved, rather than removed altogether.
I'm trying to do this quest.

It is moved. The quest is still doable. I think the entrance is somewhere on the first or second Kulan Field. It is no longer hidden either, the portal is visible.
