Level 30 Rice Cake Hat?

Well I was looking at WH rankings and there was a WH in arcania with a Rice Cake Hat I thought those were old Gach? If they aren't what gach do they come from?

And I'm not sure where to get it, and it's strange someone in a new world has it..
