I haven't heard much about what can drop them or other methods of getting them. How does one acquire potential scrolls?

Everything but bosses drop them as far as I know.

Only one I've ever got dropped from Iron Mutaes.

I found 4 Enhancement scrolls so far, 0 Potential Scroll. Not sure if it means anything.

I've found 3/1.
