Skill cooldown reset

Did skill cooldowns always require you being logged in for it to reset? I always thought it wasn't before, but it's not that way apparently...I don't want to actually stay logged in on my blaze wiz for 2 hours for it to be able to use it again. -_- At least enrage is only 8 minutes, but 2 hours is a bit long to stay logged in on an APQ mule...
