Or at least make spins purchasable with Reward Points, so even those that aren't funded enough for endgame bosses get a shot, and people still have to put at least a bit of effort into gathering points.

For the same price or lower? 4,900 reward points would take fair bit of time to get.

Because the people who can beat late-game bosses are obviously the ones most in need of a free spin...

incentivizing getting to that point with rewards is totally a bad business strategy
