Does Safety Scroll force 50% Hammer to succeed?

50% Golden Hammers always give you another slot, but when they "fail" that slot is used up.
Would using a Safety Scroll (the one that prevents slots being lost when a normal scroll fails) preserve that slot?

Using a safety does not protect the slot from a hammer. Its effect is also not consumed from the hammer.
