My Portuguese isn't the best, but as far as I can tell it says that the news come from a site similar to The Onion .
Basically, it's just "funny", fake news.

Normally they say something along the lines of "God be praised", though our government is not affiliated to the church.

I just check the one I have here and it's "Deus seja louvado", it's just a poor edit.
