I'm basing this on context:

Top: Voldemort, to the left's Bellatrix since she's mentioned to have black hair, then it's the Malfoys as they're related to her. Snake's Nagini for sure.
Below them: Should be younger Sirius Black or R.A.B and Kreacher.
Next: That's all the Weasleys for sure, save for Ron. Fleur's the blonde girl.
Below: Professor McGonagall, possibly Umbridge next to her, Hagrid, Dobby- Luna's there too, can't recognize the other two.
Guy in the bed of flowers: Snape, duh.
Directly below that: I'm guessing younger Lupin and Cedric- no, can't be, Cedric has gray eyes if I remember correctly. The couple there's Lily and James Potter for sure and it's made obvious by the appearance of the Resurrection Stone.
Bottom: Harry, Ron, Hermione and Dumbledore finishes the picture.

Below them: Should be younger Sirius Black or R.A.B and Kreacher.

I was thinking R.A.B. since Kreacher hates Sirius.
Definitely Lupin (the fangs give it away). Remus maybe? I'm not sure how Remus looks.

Guy with the sword should be Neville, since that's what he used to behead Nagini.
The person behind Neville is probably Luna Lovegood's father?

few mistakes - in my eyes, anyway-
Next to Professor Mcgonagall I would presume is Professor Sprout.
Neville's right (out left when looking on the picture) would be Alberforth Dumbledore, Professor Albus Dumbledore's brother.
Also, the one with purple hair is Nymphadora Tonks.

Aberforth is likely correct since he's an important figure in book 7 and yes, Sprout makes way more sense than Umbridge in this case. Tonks is pretty obvious though, no one has hair like hers except when she deliberately doesn't change it.

I'd say the two people above Lily and James are Remus and Sirius. Although Remus canonically didn't have any facial scars, the scars on the blond man above Lily match the scars of Bill Weasley further up. Interestingly, Sirius would then be the one with fangs, which I suppose makes sense stylistically given his personality/animagus form.

If I had to guess, I'd go with Luna's father and Professor Sprout, but they don't really have any identifiers.
