Not connecting to IRC

Unable to connect : java.net.ConnectException : Connection timed out: connect

This has been happening for a couple of days now. What is wrong with it?

That happens to me a lot too. Usually it just works after refreshing a bunch for me.

I refreshed it a ton of times and still nothing.

Try an IRC program.

I use UPP, but mIRC, XChat, and ChatZilla are the other ones I would recommened the most.

Getting the same exact error for the entire day now. Anyway to fix it without downloading mIRC?
