No more so than GMS'.
The volume of GMS' voice acting is higher, though, compared to the SFX. Makes it a lot more annoying.

Ever since someone said it sounds like Pikachu on Youtube, all I ever hear now is "Pika, pika, pika-pii!♪" or "Pika, pika, pikachuu!♪"

Yeah, GMS' is the best.

There really should be a separate entry in the System Settings for voice acting. So you could set its volume (or mute it entirely) separately from other sound effects.
