After the release of Empress Shoulderpads...

Does the 6 piece set effect stay where it is? or does it get moved up as the 7th one and the 6th becomes "15% HP and MP and 10 attack."

It stays as is. People basically use the Shoulderpad as a substitute for something else that could be better (Example: Tyrant cape over Empress cape, all others + Shoulderpad still gets you the 6 set bonus).
