Condensed Supernova Dust

I used it cause Nexon gave me 1 of each free.
(base stats when I hit 120 were: 7 all, 11 atk, 8 matk)
First Supernova Dust


Then Condensed Supernova Dust

Sprinkle some of this dust on Jett's Core to reconfigure its stats to the highest possible. This dust will not affect stat ranks.

Is the description on this item wrong, or was the free gift some other similar item? Cause 20 becoming 23 seems like stat ranks went up.

The only thing I can think of is that they mean it will not derank the item, because I know for a fact that the regular monster dropped dust as well as the cheaper CS kind can do that.
