And no, making mesos isn't easy at all, not when everything in this game isn't worth a damm thing anymore and unless you're willing to spend 10k on NX for a pet even looting is a big nuisance.
Except that's total crap.
I'm on the new server and usually have 1bil+ at me on all times. I did it by Merching, Using professions, and actually taking the few seconds required to loot. Its not hard to make money in this game anymore. I have no problem throwing some money someones way if they legitimately need it .When I do actually give mesos away, I tell them tips and techniques on how to make money.

Begging is an assault and I treat the person as if they assaulted me.

Are you telling me merchanting is easy? even more in a new world? You're just an expert, we are talking about new players here. The best scroll nowadays costs like 5m, that can pay your pots but its far from enough to get your char basic upgrades.
I got no problems with the rest of what you said.

I think it would be pretty cool to help out some new players who found their way into this game via Steam. I used to help people out, back a few years ago, if they were making an effort and could converse beyond "plz 200k i need it."
Back when I first started, I was amazed at the generosity of some people, and it gives me a good feeling to pass that spirit along. However, I've never asked for handouts and don't give them.

I usually ignored beggars.
Sometimes i'd give them 10~50k and give them some pointers on how to make cash. But mostly i'd just ignore them.

I used to give out a lot of money. Usually when I a lot of mesos to spare, I give like 10mil+ to nice beggars (one time I gave 35mil on whim). They're usually speechless and all I ask is fame in return.
However, recently I bumped into the most ungrateful beggars ever. One of them just f3'd and cc'd when I asked for fame and another one switched to a mule and asked for mesos again (and the ign was similar).
As much as I enjoyed making a newbie's or poor person's day, I have since stopped the charity because of idiots who take advantage of kindness and have no sense of gratefulness or gratitude.
Nowadays I just tell beggars "you can have ALL my mesos but I hid a little bit of each in all the monsters; you're welcome to take any of my mesos that a monster had if you killed them ". Though, I definitely help new players if I get somewhat acquainted with them.

I'm usually short on mesos myself, but if they ask nicely, I may give a couple of nebulite boxes.

The same way as in real life. Ignore and move on, if they are unwilling to work for their money, then they don't deserve any. I never accept random trades, they are always a waste of time.

I agree, beggars should earn the money, regardless of how simple the task is. For example, in my country, some people sell tissue packs for $1 each (which is a complete rip-off, but still, they are trying to earn it). That's so much better than an old man I see everyday who sits in front of a shopping mall, putting out his prosthetic leg and even has a laminated sign saying he needs money.
For example, they could mass sell fames by making multiple accounts. That is a cheap way which anyone can do. It just requires a bit of effort.

I split beggars into a few different levels:
"meso plz" -> Give 1 meso.
"mesos plz" -> Give 2 mesos.
"i can have mesos plz i need 2 buy pot" -> Give 1k mesos.
Good grammar/spelling -> Give 10k ~ 20k mesos depending on literacy and reason.
If they ask for items, I give them a few etc items I got from monsters. If they ask for scrolls, I give them some Nearest Town and Mu Gong scrolls if I have them. If they ask for equipment, I tell them I only have untradable equips and give them mesos based on the above scale.

Relevant
I always ignore random trades. If someone strikes up a legible conversation before asking for money, I will give them 1~10m depending on what we were talking about.
I've given money once or twice, because no one EVER asks nicely with proper grammar.

I've become so jaded from beggars that I won't even move my hand to my mouse to decline the trade request. Let them sit in trade window for as long as possible to decrease the odds of them bothering someone else with their laziness.
