Chains of hell viable?

If I hit all max damage with both phantom blow and with chains of hell, is using chains of hell beneficial to dps?
Considering it doesn't need dark sight anymore and has more hits than phantom blow.
I was thinking of something like CoH->PB->CoH->PB

PB hits way faster. You can probably PB 3 times in the time for 1 CoH.

CoH is useful in that it is the only skill that can attack through dr without getting hit by it.
Rather helpful when the dr icons often disappear too early or too late.

Yes, Von Leon, empress, pink bean.
It's most useful at v2 Mikhail as his damage reflect icon ALWAYS disappears a good 3-4 seconds early.

Anchor. Any summons will but anchor is really one of the few summons that A) is useful to spam because of drag and B) is spammable in the first place, so it helps quite a bit.

They're summons so yeah. Not like it has much functionality though since they're still hitting 1s and they don't do anything besides hit 1s.

CoH at least has iframes and anchor at least keeps a boss in place. (in the case of PB/empress/hilla)

CoH freezes moving bosses as well(empress, hilla, etc)
