It might be another item i'm confusing it with but I remember some item being able to use anywhere but they made it town-only after a patch. Or maybe it's not an item but it's a skill or something like that.

Christmas transformation potions are only useable in towns now, previously able to be used anywhere iirc.

I believe that's fake.
Most likely a link to a keylogger or some malicious program trying to capitalize on the mass hysteria.
From what I know, the method had nothing to do with the wheel of marvels or the granny shop and was already patched.

Ty! I just heard that empress died earlier in gali. Oh well, no suicide for me after I hit 200! I've seen my guildies boss a lot. I'll probably do the same when I have the time. :3
