50% Golden Hammer Question

Whenever I try to use the 50% Golden Hammer, it just says "Cannot be used on this item."
I've tried using it on several items that haven't been hammered, I've tried it on items that don't have nebulites, and I've tried it on an item that is just clean. However, it doesn't work. Every time it just says "Cannot be used on this item."
Does it have certain conditions for it to be used or something?

Are you dragging it or double clicking it?
You're supposed to double click the hammer and put the equip in that way.

I was thinking that since it was in the use inventory it'd work different from the cash hammer, but I guess not.

It's not you. All codexes are like that. The set bonuses are counted as potential for the codex.
