If I transfer my character to a new world, would I have to redo the cannooneer/ds/merc accounts + get a cygnus knight up to 120 for the bonus - or is it fine as long as I have the characters in my account somewhere

You can only give link skills/empress blessing to characters that are on the same world. So yes, you would have to redo them again
