Error code -21

My Cousin gets the following error whenever he tries to download the patch. any insight?

does the same starting from gamelauncher and website.

His game was fine up until this patch. he was online and everything. So basically his game was borked during this patch.

Also won't manual patch either.

I told him to do so. Dunno if it worked. It should though sine redownloading the entire updated client should get rid of the errors altogether.
