Resetting PIC is where it's always been.

As for resetting your account, from what I remember when I tried it for pomegranates and giggles, I don't think it did jack.

EDIT TO CONFIRM: Yeah, clicking the "Account Reset" sends an email with the appropriate link for 'resetting' to you email address.
In reality, all that link does is take you to this page (assuming you're logged in already):

The only use this serves is if you've forgotten both of your security questions and you wish to change them.

Actually, I was wrong. It does serve a purpose!
It ensures that anyone who has access to an account's email address has full access to the account:

1 - Request password reset email.
2 - Click email link to be directed to a page that simply asks for a new password (without requesting the answer to any "security questions" that may be on the account).
3 - Login to the account using the new password.
4 - Request an account reset email.
5 - Click link in email to be directed to above page where you can change the password once again as well as pick brand-new "security questions".
6 - Go to the Manage Account page.
7 - Use the newly reset "security questions" to change the account's associated email address.

Congratulations! The account is all yours!

Do note that someone getting into your email account cannot be faulted on Nexon so having one's account hijacked in this manner would lay all the blame on the user and/or their email account provider.
