i was under the impression that pierce could hit over cap because of its increase damage per mob.

It can, but it's limited by the damage of the first hit. If you hit 999999 on the first hit, the second hit would only hit 1.2x999999. Now, you can hit 999999x3, so the second hit can be 1.2x999999x3

*Update* Leveled my Marksman to 200 and now I'm maining a UA Marksman <33

Not only for the cap but for the stability in the damage, is much easier to get a 10 with 3 dices with 1-6 range than 1 with 3-18 range.

WH trolololed them by making their one of their main advantages (cheap scrolls / equips) relatively expensive.
