It's been some times since UAs are out, I believe DBs had the same glitch and where fixed... and I don't remember the jump start characters being glitched... but I can't find information of them being fixed.
Do Ultimate Adventures still have lower hp/mp and have fewer slots?

Pretty sure it was proven a longggg time ago that UAs don't have lower HP/MP. Sadly, I don't have the proof.
Not sure about the fewer slots.

Its not a glitch, is "Sort of" intended. Since UA skip the first job advancement and class choosing, they also skip on the bonuses that gives both of these actions.

oh ok... well I'm making a UA either way, so all I can do is hope that they fix it in the future. :\
