It seems like it takes over four mules to hit max fatigue + 3 10 fatigue resets making potions, and fusing items isn't very good at all at level 4. what seems to be the easiest way to raise alchemy?

I got to level 5 Alchemy in a few days by just fusing level 31 Blue Sneakers and I didn't use any of those fatique resets on that account. Mining and Crafting are the easiest to level up, others require a bit more effort.

Fusion is still your best bet. It costs 3 fatigue and gives 60 exp minus a few for each alchemy level over 1. An appropriately leveled potion crafting gives 60 exp for 3 fatigue, which is a better exp/fatigue ratio after level 1 but immensely more burdensome. People spamming up blacksmith or jeweler at least had the benefit of stockpiled ores, however alchemists have to gather all the materials themselves - making the actual fatigue cost much higher if you do it on your alchemist. Even if you do it on many separate herb gathering mules, it's still really time consuming.
Just try to find an equip for fusion that you can buy from an npc that either you want for yourself once it achieves some particular potential, or that you could sell for money. At least that gives you something to work toward besides level 10 alchemy.

I've been basically exclusively fusing since the day of release without using cash shop fatigue resets, and my alchemy is level 8 now.
