Town Lag?

Attempting to help somebody out with a problem they're having:

Well ever since the big bang patch, I've had extremely bad lag in towns. I tried doing a factory reset, I tried changing the performance settings on my battery and re-installing maple but nothing seems to help. I'm fine outside of towns, like in training areas and such but whenever I go into town, it lags really bad, freezes then dc's me. People suggested that it was either gaga or cassandra but this happens in aqua too where neither of the npc's are present.

My Graphics card is NVidia Gforce 8200M G
Processor Speed is 2.1ghz AMD Athlon Dual - core QL-64 (2 CPU's)
3 Gigs of Ram
I currently have DirectX 10
Window's Vista Home Premium (6.0, Build 6001)

Edit: Also, other games such as Vindictus and WoW work fine without any lag. I'm using a Compaq Presario laptop

Best I've come up with based on the Basil/nexon.net threads Google threw me is that it's nexon's fault. Can anybody here confirm/deny that?

Happens to lots of people on vista. Make sure they have the service pack and all updates, because that fixes it for some. Other than that you're stuck with it.

Happens to me a lot. It's because of the fucking Maple TVs.

What if you disable the .swf the TV's run off, or did they fix that?

I don't touch anything in the maple files so I wouldn't know.
