a subclass that I thought up of was the archer, I got this idea because I didn't really like any classes in DFO so I just thought, why not fan make one? hehe

I really admire the effort you put in. However, I can see this more as a Maple class than a DFO class. It just won't work in DFO due to some severe flaws.
Here's where it went wrong as well as right. Criticism will be in bold.
First criticism is that is this a sub-class of a main class, like the base class for Hunter is a Bowman or Archer?
Keen Eye- Increase range of regular arrow

No class in this game needs a range increase in their default attacks. However far they can attack at level 1, that's how far they can attack at level 70. Actually I'm wrong on this. Monks get a slight range increase on some of their attacks, but that's only because they're a melee class and not a ranged class.
Nimble Feet - Increase Movement speed
-20% Movement speed
[gotten at level 10/20/30/40/50] +4% per level
This is too good, because this utterly kills PvP. 20% extra movement speed in this game is absolutely balls breaking ridiculous. People in this game kill for 5~10% more movement speed from equipment and avatars which they pay with an arm and a leg. 20% for free is just overkill.
Swift Jump - Increase Jump speed
-30% Jump speed

Just not practical. No reason a player in this game needs to increase jump speed.
Double Jump - able to midair Jump
-40% mid air jump strength

Rogues, a class that's coming up in about one week to DFO, already get this. It's simply a one level Double Jump. Also the level in which this class gets to double jump is far too late.

Now this can be pretty nice. However, it'd be far better if it was part of some of the Hunter's special attacks instead.

This has a lot of PvP potential. Unsure how good this will be in PvE since most classes in this game don't rely on XXX for damage.

This is actually too good a scaling for the levels you gain them. Level scaling should either be in 5s or in 10s.

Nice level 1 ability. The class will also need a launcher type skill at level 1. In PvP and sometimes in PvE the class will get royally screwed over without a low level way to send enemies into the air for a split second.
I gotta get going, which means I can't give criticism on the rest of the class. Hope my input is alright.

Hmmm, max at level 20 is too soon. Around level 45 is the earliest many lower level skills max at. AoE attack, does work.

I hope the charge isn't too long. Being too stationary in this game can easily get you killed. I'm seeing this as like a Launcher's Laser Rifle.

May need an added effect of sending enemies into the air for a moment, because just diving into a bunch of enemies in this game will equal taking a ton of hits.

This is a crazy good skill for a level 25, totally meant for shredding bosses up. It's like a Multi-Headshot, except it can't be aimed up, down, or behind like MHS.

This can indeed work. If it's just used for the knockback effect though, it should be a lower level skill, like 15/18/20. If it has added effects or is insanely powerful, it can be okay at where it is.

Would be excellent as the level 1 launcher skill.

It would actually be gained at level 45, but overall sounds incredibly powerful, definitely worth being a level 45 cube skill.
Missing possible level 35 skills, but otherwise the Active skills look pretty nice. Hope my criticism doesn't come off as too harsh.
So overall, the passives need a lot of work because some of them are too MS oriented. However, most of the active skills can indeed work in DFO. The only things missing can be some buff skills, because self-buffs are always nice. It's what makes classes like Elementalists and Strikers so strong in DFO, because they can stack STR/INT buffs like it's going out of style. Strikers can gain over 200 STR easily with one buff, and another buff allows them to deal critical attacks practically 100% of the time with a Sharp Eye potion up (meaning 50% more damage on top of 200+ STR). Elementalists my god, they can have anywhere from 300 to 500+ INT on TOP of their current INT totals in mere moments, which make them truly terrifying spellcasters.
I think she'd work great as a Dark Elf (Thief) or Noire Ferra Dark Elf subclass. Modify her skin and looks a bit and she'd be perfect. Dark Elves are big on archery, so it would even be very fitting. I would love to see this done well.
Man, this class looks sick. I really dislike all of the Gunner's class, maybe except Ranger since I'm all for PvP in PvE. I hope they decide to make something like this. :3
