Hime just stated on M-R that the rings aren't supposed to stack like they can, and an update will come up soon to fix it.

And I dunno if it was just me, but I was able to upgrade my lv 17 untradable ring even though I had a lv 17 tradable ring (yes, both of them are II's); I just put the tradable one in storage, and then talked to Gaga to upgrade.
