How to change guild message?

The one that runs over lists of guild members.

It was at the right of that thing pre-BB, but post-BB is Guild BBS button.

For the most part, the guild message button was MIA for almost the whole BigBang series of patches. You won't be getting it until at least Mechanics come out.
