also, i am pretty sure there isn't a +3SP one, your screenshot also kind of proves it since the first line is always the highest possible, and it's +2. so it would be 2 lines, one +2 and one +1

useless if you can get something like 15% str instead in my opinion, and yea, useless once you are at such a high level it doesn't really matter anymore, and would be just 4 extra points in rush/something useless
