Saw it in the extractions but didn't think it would be obtainable... apparently it is?

The hell? Also his Armor scrolls. I'm SURE there aren't THAT much in the market due to the Hot Time events.

It was just a ton of scrolls that a normal mechant might have, although having a bunch of those 60% Armor Scrolls this long after the Hot Time Events seems odd too

Armor scrolls are for Evan Equips / Mechanic Robot Equips i think

Neither. There's a whole new set of scrolls called "Armor" scrolls that I think work on tops, bottoms and overalls (Maybe gloves, hats and shoes too? I don't know, really). There are also scrolls for accessories for stats that give stats to rings, pendants, face accessories and eye accessories (maybe earrings too?).

Overall scrolls are still named as Overall. However, Armor scrolls allow you to scroll all armor items. This includes helmets, tops, bottoms, overalls, shoes, and gloves.

I'd like to ask,
The hammer mentions that only one hammer can be used on an equipment.

So if the hammer fails, Hammer 50% can no longer be used on that equipment?
Or it can be used till it passes?

I'd be leaning toward one chance to pass the hammer. At least till someone else gets one and proves otherwise. >_>

The seller has been selling 8 slot BWGs a lot now instead of the Hammers. It doesn't list it anywhere on the equip that it's been used either

Yep this. If you fail it, tough luck. You can't use another one on the same equip.
