Question about getting the CK skills

When it says a new quest is available every ten levels to level up the skill, does it mean there's a new quest every ten levels starting at 70 (so a 110 character should have all the quests as long as they have completed the previous one)? or does it mean every ten levels starting at the level you got the skill (so that 110 character should get to level 150 in order to max the skill)?
This is important to me, because in the second case I wouldn't level my I/L (137) until I get the skill Oh and about the first case, I thought it could be possible because of some screens of a 15x warrior maxing soul dirver in a few levels.

The quests are ordinary quests with fixed level requirements. First is 70, second is 80, third is 90, etc.
So, if you are 137, you can do all the quests one after the other.
