Some sort of exp event for cygnus?

So earlier when i leveled to 117 on my cygnus i got this extra animation after lvling up that said +EXP and got 10% right away o-o, does anyone have additional info on this? thanks.

edit: Just lvled to 118 and got it again, this time got an SS

I heard that was supposed to be in effect this patch. Nice to know it really works.

It's permanent.

Just simply the way it is for Cygnus now. Less work for that level 24 blessing, so I'm not complaining.
