You mean the portal near Ellinia? It's still north of Ellinia, just walk out of the top portal there and keep trying to go up/left, you'll find it eventually.

I can't find it. :{ and is there any boat rides there?

Yeah if you walk to the Six Way Path in the center of Victoria, then go up the big tree in the middle, you'll find the boats that used to live in Ellinia. You should know what to do then. =)
