I have been on a very long hiatus and I've done decent amount of understanding the potential and enhancement systems added to the game, but can someone please explain to me the "# line" on equips? I don't understand what it means when an item has "2 lines" or "3 lines." Does this have to deal with enhancements?

Yes.
When you potential something, or find an item with hidden potential, it can have either 2 or 3 additional upgrades when it's potential is revealed.
