You can still do the PQ if you had characters logged off in the map. I personally have 2 characters in there (and 2 computers, luckily) so I have a few VIP items I want to sell, but I can't take them out since I won't be able to get back in ~_~

Is the Event quest still available for this PQ.

Cause all in all, it seems like an oversight due to copy pasting JMS's Bigbang.

It is, this is how they fixed Masteria/Showa, by copying over a bunch of data from JMS (and wiping out the VPQ NPC in the process). It was still available when Tespia opened, then vanished after they 'fixed' that.
