Returning Friend package?

I logged onto my mage that hasn't been on in ages. I checked the cash shop, and there's nothing. How do I get that free package?

Have a bunch of other accounts I want to do it on before today.

When did the Visitor Event start? If it was before November I should be entitled to it too.
