Seeing as how it runs off of VALVe's source engine, it's only a matter of time before someone tinkers around with the base files to enable the developer's console.
If you don't know what the Dev-console is, it's an in game development tool that many immature people in other source-based games use to spawn massive numbers of zombies in L4D, use noclip in tf2 non-vac servers, and of course be a mingebag in Garry's Mod.
Vindictus runs off of Half-life2's base files, the only thing Nexon did right so far as far as I can tell is hide the Keyboard options in the config menu. Otherwise everyone would go:
Options > Keyboard settings > Advanced > Enable developer's console
Esc, then ~.

This assumes heavily that the advanced tab holds that option. Just because the game uses HL2 files, does not mean the full interface and framework will resemble that of games made by the company behind the engine.
Valve leaves the option in to access the console for the very fact that their games are almost always loved for being mod-able. Take that option out, and BAM, they could easily lose players.

All except for TF2 mods, they banned alot of servers for having modded weapons.
Also, it still leaves the possibility that someone might tinker with the basefiles from outside the game in order to launch it with the Console appearing as it opens.

The only mistake(s) they've made with it are the massive amounts of bugs in the North American version they've had. However, it IS only in its beta phase, so time will tell how it turns out.
The whole Source Engine thing for Vindictus is a blessing. It allows a much larger variety of people to be able to play it, rather than only allowing those who have high-end computers to play.
I remember seeing a thread on the Nexon forums with a screen shot of a guy with 5000+ to all stats, but that was a glitch, apparently. No client is without its cracks, holes, or whatever you wish to call them where hackers can get into it. It's very easy to set up an anti-hacking/cheating system to prevent that kind of attempt. I'm sure Nexon will know how to prevent that, if they haven't already set up measures to prevent it already. All games have its hackers and Vindictus isn't going to be an exception. If people find a way to use the console to hack, then they will. If they don't, they'll find another way. It's inevitable, really.

Not sure how much you know about source games... but some off them have them have disabled Dev consoles. In fact, all of them have disabled dev support, so when you host your own server, you can disable the dev to anyone outside mod status.
Now, does this mean someone can hack that in? Yes, but like said above... its inevitable.

Those are server-sided variables. They will not work unless you try it on the server console window (or whoever is host if it's a listen server).
For example, you could pull up the console in Counter-Strike and do whatever (e.g. bind mouse1 die), but if you try to do something that's only for the server (sv_restart 1) that won't work.

Some of vindictus is also server sided as well within the player's control.
Party runs are customly server sided, the map runs off of the host's own bandwidth to keep playing and no other players can get into it. Anyone who goes into a party and goes off into a map within that party works their way into the host's own seperate server.

Er... That's not how it works. Nexon is still the "host." The leader of the party is heavily depended upon when it comes to the connection, and unfortunately, strength of their computer to reduce the strain on Nexon's servers. However, Nexon's servers are still the host of the game. Unless you manage to find a way to host a party without connecting to Nexon's server in the slightest bit (which is ilegal), Nexon will always be the host.

They didn't exactly ban servers for having modded servers.

The idea is, no they did not. The game itself is a heavily modified and compressed version of the source engine. It DOES still use vtf's and vmf's and all that stuff (as my files in my sourcesdk folder and tf2 folder all say opened by vindictus launcher), but at a binary level. They edited the engine. Heavily. As apparent it is that it still is the source engine, this isn't a worry. Nexon can't halfass this because Nexon did not make it. DevCat is the producer of this game; in this case, Nexon is simply the publisher. They are using something good like Themida, I assume, and there's no legitimate threat like this in the future. At the most, it'll be more like a private server.
And, just to be a nit-pick, i'll say it again: NEXON DOES NOT MAKE THIS GAME. They publish it. As much as they all handle regional updates and stuff, it's still developed in the DevCat studio. What would be affected by the said scenario you posted would occur in the actual way DevCat produced the client.
