Probably a ranking glitch, the character is an archer and yet she's holding a 1H sword.
It's like on Halloween when it showed people wearing those weird colorful hats instead of the talking witch hats.

This person hasn't been playing that character for a few years, so I'm inclined to think it's some sort of glitch. I think she's Xiyuna or something on these forums. Used to post some videos of her jms archer in the maple cinima forum, if anyone wants to hunt down her username and try to ask her about it.

There is really no way the weapons can be out yet. If they were in Gachapon, they would've said so. The quests for Phase 1 don't give anything, and since Dr. Bing doesn't give you the suit that lets you damage the aliens until Phase 2 (if I'm not mistaken), that means it could've have been an alien that was killed and dropped it.

Off Topic: Someone with an owl make an SS of the VIP Crossbow to report it. Having data extractions isn't true enough proof to NEXON of there being an issue.

On Topic: I'd have to agree with the general consensus and say that this is just a rankings glitch. There have been items removed from the CS over the years, and assuming this individual became inactive with such an item, the visual ID could have been over-ridden. As a couple of examples, that geek wig that was just re-added was removed for several months (got it on an unused character during that everything free for one day event, later when adding things to wishlists I never found it); and my favorite eyewear, Round Orange Shades.
