Nuff said really. I just found this out after messing around with equipping my things. Apparently, without my ring or weapon equipped, i have 2 dex under the requirement. If i wear my lillin, i can equip my equinox. (equinox grants 2 dex) If i take my lillin off, the equinox stays on. Then i can put on my crit ring. xD

Since my NL's all kinds of messed up (stats requirement wise) I guess I can check this out.
Thought my weapon was still coming off though.
Edit: still comes off:
50 base dex + 43 without requirements = 93
+ 10 shoe (req. 100 dex)
+ 18 bottom (req. 120 dex)
+ 8 top (req. 130 dex)
+ 7 claw (req. 130 dex)
If I wear my 10 dex cape, I can put these all on (even though I only have 113 dex and the bottom/top/claw require 120 and up) - and I end up with 146 total dex.
But if I swap to my luk cape, it all comes off. I should still have 136 dex, so the top and claw are obviously not fulfilling their own requirements. I'd need to find a couple extra dex somewhere to test whether only one of the two is capable.
With MW20 (adds 5 dex) I can definitely wear the luk cape. I think MW9 would do it too.
I actually did something obscene with the free AP resets though - I reset my dex low enough that if I ever take off my top/bottom, I literally have no way to get them back on.

This has always been true. Way back in v0.3x. As long as you currently have enough stats to fulfill the requirements it will remained equipped.
