Planning to start anew

So, I've decided that when Dual Blader comes out (Which seems to be next month due to the pre-quests which end on the 13th of July when activated) that I would start in a new world. Normally I play in Scania but I figured due to the large population and the amount of them that would make Dual Bladers, that equipment over level 40/50 would be very overpriced and training spots during the early levels would be more crowded. So, I felt I should ask, what would be the best world to start un-funded in terms of population and the economy? (I'm asked early so I can make a ring mule)

Khaini or "lower." Khani has a decent amount of Southperryans in it.
