This is racking my brain. I remember playing a PC RTS/city-building game that was situated in a space station of sorts, in the shape of a ring. It had I think 3 floors - the bottom for general usage, the middle for entertainment, and the top level as a rich environmental area. Your job was to establish a colony of sorts within the confines of the space station, where space is only limited to how many sections of the station are/can be opened up to you as well as the enemies that have also occupied the station to make it for themselves. And the voice acting... I think they were all European accents.
It's 3dish in nature, and I remember playing it on WinXP. I just can't remember the name of that game. It wasn't the best RTS game on the PC for sure, but it was interesting for me to play. So... anyone with an extensive library of games know what game I'm talking about? o.o
